Not to even mention the logistical nightmare and impracticality of a completely volunteer department in a city that size.
They probably work in a small community where there will never be a full time station ever. Thats where most two hatters end up IMO.
They town relys on their skills/experiences for the residents of that town.

Think again.This is coming out of Hamilton.Where there are plenty of two hatters in built up areas that should be staffed 24/7 and haven't been since the town/county amalgamation.
The OPFFA by way of IAFF has relaxed some of the rules to match the scenario yu bring up.That said why should the town be forced to rely on them.Hire some guys or whatever the POC equivalent is and pay to have them trained.My tax dollars pay to train a career FF who then goes and makes money at another dept.....call a spade a spade there are no true "volunteer" halls left!
