That's the harsh reality, they can say one thing and mean another, politically you don't need any fire experience, realistically they might want some one with a bit of experience or someone with a lot, its entirely their game.
Is there somewhere that says that they cant? If there isn't they can do what ever they want to fit their operational needs, they are the authority having jurisdiction when it comes to picking their employees, all we can do is dance to the beat of their drum.
