Any thoughts on when this recruitment will start again?
I suspect but this is not official. Late October or early November. HR has 3 different promotional competitions going on so they are busy.

That's an educated guess.

Is the next start date for the recruits still scheduled for February?

So far, word on the floor is that is the date. Lots of things that can change that so as usual it's a wait and see.

Hey big smoke, I heard a rumor today that Toronto is using the same list for the next hire. Is there any truth behind that and what does that mean for the people who've applied, interviewed unsuccessfully, does that mean they're off the list now?

Tough to answer. Often there are candidates who have passed the previous interview but did not move forward. Or candidates that were held back due to medical reasons but since cleared.

Those I described may be included in the next hire however information as to whether that would happen or who those people are is not readily available, so I would say "the rumour" as you aptly named it is accurate. It's a rumour.
I would be shocked if there was no new recruitment for the next class to get the numbers required for a class.

Time will tell but I'm betting on another recruitment still to come this fall.

If the rumours are true about a February class, then it should be soon I would think
