Vancouver, Burnaby or Surrey Fire

Just wondering which is the best department out of these 3. I know VFRS has a new chief and has made some great changes. Burnaby has always been a top department but hasn't had a contract in a few years since their city is really fighting against them and cutting back on everything. and Surrey seems to be always progressing.

I have heard a rumor that there are questions being asked at City Hall about some recent hires by Vancouver. This is coming from guys at the halls there. Don't know if its because of the new Chief or whoever.
Apparently there were applicants who did not have all of the qualifications listed by the vfrs. but were actually moved forward by the recruiters. At least one of those was hired - someone has evidence of that and has already contacted the dept. about it.
If that is true then that could mean hundreds of applicants could ask for a review of their rejected applications.
