I have heard through other ff's that the school had temporarily withheld giving students their seals after graduating and now have resumed doing so. can anyone confirm this?

I am with DND and did a civilian ARFF course this spring and have received IFSAC seals for the training. However others who had taken courses prior have yet to receive seals, but are told they should be coming. That's about all I know for an update.
