I’m starting to wonder if the provincial cuts to Toronto services like child care, education and public health will mean that the city will need to look for cuts elsewhere, like fire services. I wonder if it will affect recruit classes...

The 2019 budget has already been approved. All the cuts will probably affect the 2020 budget. And with nearly 90% of the budget being for front line staff and operations, cuts will most likely come from either hiring freezes, loss of job through attrition, or collective agreement bargaining. But the 2019 recruit classes should be safe.
