Yeah they could have wanted your documents showing that they were valid at time of application. If you sent April ones in, they could have assumed you didn't have valid certs when you applied and just waited to get them. When in doubt the best bet is to just ask HR, explain the situation, you wont lose any points for asking for clarification (unless they specifically outline something and ask anyways), it is their job to help.
With all that being said, document requests are not a guarantee of an interview. They over send document requests because they know that people will inevitably screw that part up. Lots of people get requests and then never get interviews, it is one of the prevailing myths around here that "doc request" = interview.
I would definitely say this was the reason you did not get an interview, so for next time make sure you read the email carefully. Not to be mean but there was a whole paragraph on making sure you send documents that were dated before the date of application

Have not heard an exact date but meeting with HR it was implied to be open very soon. March class is set and ready to go.
I am thinking any day now
New recruitment will open so new applications can be submitted. There are some candidates who have received letters stating they have been successful and will be in the next class after the March recruit class. Likely July.
